Assessment Managers

Under the Integrated Planning Act 1997 (IPA) in Queensland an assessment manager is the entity that has carriage of a development application made though the Integrated Development Assessment System (IDAS).

The assessment manager is responsible for assessing the development application.

The IPA provides that the local government in Queensland is the default assessment manager where no other assessment manager has been identified by legislation.

Examples of alternate assessment manager are-

  • Department of Natural Resources and Mines
  • Environmental Protection Agency
  • Private Building Certifiers
  • Main Road Department.

Referral Agencies

The IPA provides that an assessment manager may be required to seek the advice from other entities when considering the assessment of a development application

There are 2 types of referral agencies-

  • Concurrent referral Agencies are entities that have the same assessment power as an assessment manager and may determine a development application.

  • Advice referral Agencies are entities that have advice powers only and the final assessment decision rest with the assessment manager when determining a development application.

In a development application in which the local government is the assessment manager the local government has the responsible for managing the process of the application even when there are Referral Agencies.

Examples of Referral Agencies are

  • Department of Natural Resources and Mines
  • Environmental Protection Agency
  • Main Road Department
  • Queensland Fire and Rescue Service
  • Department of Primary Industries

Developments for Building Works

Under the Building Act 1975 all development application for building works must be assessed by a building certifier.

However under the Standard Building Regulations certain levels of building certifier may be endorsed to act as private building certifier.

The IPA provided that private building certifier may act as assessment manager for development application for Building Works.

Currently all building certifier in Queensland are employed by local government or by the private sector.

Queensland Building Services Authority (BSA) is responsible for licensing of building certifier.

Development application for Building Works may be made to a local government or a Private Building Certifier
